Sharing a polluted river

چکیده

A river carries pollutants to people living along it if it is polluted. To make the water in the river clean, some costs are incurred. This poses a question of how to split the costs of cleaning the whole river among the agents located along it. To answer this question, we resort to the two main advocated doctrines in international disputes: the theory of Absolute Territorial Sovereignty (ATS) and the theory of Unlimited Territorial Integrity (UTI). Applying these two doctrines, we accordingly propose two methods: the Local Responsibility Sharing (LRS) method and the Upstream Equal Sharing (UES) method. For each method, we provide an axiomatic characterization. Interestingly, both the LRS method and the UES method coincide with the Shapley value solutions to the corresponding (cost) games that are naturally induced according to the ATS and the UTI doctrines respectively. Moreover, both the LRS solution and the UES solution are the core allocations of the corresponding games. Thus, both the LRS method and the UES method can be considered as fair or reasonable solutions to the pollution cost allocation problem. JEL classification: D61; D62; C71

Sharing a polluted river network∗

A number of agents (e.g., firms, villages, municipalities, or countries) are connected to a river network. Some agents are located upstream and some downstream. Upstream agents pollute the river network. To clean up the polluted river network, costs are incurred, and they are shared among the agents. In allocating these costs, the upstream-downstream relationship between agents has to be taken ...

Sharing a polluted river through environmental taxes

n agents located along a river generate residues that then require cleaning to return the river to its natural state, which entails some cost.We propose several rules to distribute the total pollutant-cleaning cost among all the agents. We provide axiomatic characterizations using properties based on water taxes. Moreover, we prove that one of the rules coincides with the weighted Shapley value...

Comment on ‘Sharing a polluted river’

In Ni and Wang (2007) two solutions are given to determine the division of the cost of cleaning a river among the agents located along the river. For each solution the authors give three different motivations, namely (i) an axiomatic characterization, (ii) the solution is the Shapley value of an appropriately defined cooperative TU-game, and (iii) the solution belongs to the Core of the associa...

Spatial and Seasonal Variation of Diatom Assemblages Composition in a Partly Polluted River

Environmental factors affecting the species composition of periphytic diatom assemblages were analyzed in the partly polluted Asa River, in Tokyo, Japan, using principal component analysis, individual differences scaling and direct gradient analy sis. The effects of water pollution, seasonal change of temperature, and substrate were detected, among which pollution was the most influential in th...

Pollution status and conservation strategies of Moirang River, Manipur with a note on its aquatic bio-resources.

An attempt has been made to evaluate pollution status and aquatic bio-resources of the Moirang river near its mouth in the Loktak Lake. The river water is considered polluted as it has high concentration of free CO2 (14.8 mg/l), nitrite-nitrogen (0.040 mg/l), inorganic phosphorus (0.107 mg/l and faecal coliform bacteria (162/100 ml). Aquatic bio-resources of the river include 24 species of fish...
